The Governance and Policy Programme supports the institutional and regulatory frameworks that underpin aquaculture development among NACA members. The programme focuses on enhancing governance structures, policy formulation on emerging and strategic issues, and implementation practices to ensure sustainable and effective aquaculture management.

The aim of the programme is to ensure that governance and policy frameworks are responsive to the needs of the aquaculture sector, promote sustainable development, meet the needs of rural communities, and are inclusive of women, youth, the elderly, and economically disadvantaged and marginalised groups.

Key activities

  • Assessing governance needs: Identifying gaps and opportunities in governance and policy frameworks.
  • Policy development support: Providing technical assistance and expertise to support the creation and implementation of inclusive and effective policies and regulations.
  • Capacity building: Organising workshops, seminars, and policy dialogues to build the capacity of policymakers and stakeholders in governance and regulatory practices.
  • Sharing best practices: Facilitating the exchange of best practices and experiences among members to improve governance and policy approaches.
  • Regional collaboration: Coordinating with member governments, regional and international organisations to align policies and strategies with global standards and trends.

Strengthening Aquatic Animal Health Capacity and Biosecurity in ASEAN: Technical mission to Vietnam

This is the report of a technical mission to Vietnam from 3 - 9 December 2006, as a part of the project “Strengthening Aquatic Animal Health Capacity and Biosecurity in ASEAN” to assist national authorities in the development and implementation of simple and practical national aquatic animal health management strategies. The objective of the mission was to assist the government to support development of national strategies on aquatic animal health management and develop short and long term plans.

The Marine Products Export Development Authority (MPEDA) and the Network of Aquaculture Centres in Asia-Pacific (NACA) jointly hosted a special session on Better Management Practices (BMPs) at the 3rd INDAQUA 2007, 11-13 January 2007, Chennai, India. The presentations made in the session include i) International principles for responsible shrimp farming; ii) MPEDA-NACA Village demonstration programme, India; Aquaculture rehabilitation and implementation of BMPs in tsunami affected Aceh, Indonesia; and Markets, certification and traceability and small-scale farmers.

Report of the fifth meeting of the Asia Regional Advisory Group on Aquatic Animal Health, 22-24 November 2006

The Asia Regional Advisory Group on Aquatic Animal Health meets annually to discuss regional health issues including emerging disease threats. This report includes a review of regional disease status circa 2006, global and regional disease reporting arrangements, global issues and standards, progress in implementation of the the Regional Technical Guidelines on Health management for the Responsible Movement of Live Aquatic Animals, identification and designation of regional aquatic animal health resources and regional and international cooperation.
