Health and Biosecurity

The Health and Biosecurity Programme assists members to reduce the risks of aquatic animal disease impacting the livelihoods of farmers, national economies, trade, environment and human health by:

  • Improving regional cooperation in aquatic animal health and welfare.
  • Developing and implementing national strategies on aquatic animal health.
  • Improving surveillance, reporting and response to disease emergencies.
  • Promoting harmonisation of diagnostic procedures and risk assessment.
  • Widespread promotion of better aquatic animal health management practices at the farm level.

Key activities

Key activities of the programme include:

  • Convening the annual meeting of the Asia Regional Advisory Group on Aquatic Animal Health, coordinating the Quarterly Aquatic Animal Disease Report and bringing regional issues to the attention of global standard setting bodies such as the Office International des Epizooties.
  • Establishment and expansion of a three-tier shared resource in aquatic animal health.
  • Development of farm-level health management tools for key aquaculture commodities.
  • Supporting regional disease surveillance and reporting.
  • Strengthening aquatic animal health and biosecurity in the region.
  • Facilitating harmonisation in disease diagnostic techniques.
  • Developing resource material in support of diagnosis and surveillance.

WAS Journal Special Issue: Global Conference on Aquaculture Millennium +20 Thematic Reviews

Eight thematic reviews prepared as preparation for the Global Conference on Aquaculture Millennium +20 (GCA +20) have been published in a Special Issue of the Journal of the World Aquaculture Society "Aquaculture for Food and Sustainable Development". A group of experts prepared advanced working drafts of each thematic review and the key findings from each theme were presented and discussed by expert panels during the GCA +20. Participants were then invited to provide their feedback and perspectives on the reviews and their key messages for consideration in finalisation of the papers. The reviews are available for free download.

Training course on Risk Analysis in the Aquaculture Value Chain held in Bangkok

Risk analysis is an essential component of a national aquatic organism health strategy. Now widely applied in many fields, risk analysis provides a science-based framework for evaluating hazards, determining the likelihood and extent of potential harms, mitigating risks and guiding policy decisions. Combining risk and value chain analysis provides a risk-based and people-centred approach to managing disease risks and planning control measures for aquaculture systems. FAO organised a training course on Risk Analysis in the Value Chain from 3-5 September in Bangkok, Thailand, in partnership with NACA, INFOFISH, Thailand Department of Fisheries and the ASEAN Network of Aquatic Animal Health Centres. Financial support was provided by the Norwegian Agency for Development Cooperation and Thailand Department of Fisheries.

Reported Aquatic Animal Diseases in the Asia-Pacific Region during the First Quarter of 2023

With the implementation of the new aquatic animal disease reporting in the Asia Pacific region from January 2021, and in lieu of the published QAAD Reports (last issue published was 4th quarter of 2020), NACA is publishing reported aquatic animal diseases submitted by countries in the Asia-Pacific region. This report covers the first quarter of 2023 and the original and updated reports can be accessed at the Quarterly Aquatic Animal Disease page.

Pathway to aquaculture biosecurity: Mitigating risks, managing progressively and engaging the value chain

Management of aquatic organism health by national, regional, international and multistakeholder cooperation is necessary to sustain the growth that has been achieved. Progressive management pathways (PMP) are a convergence of risk management and biosecurity to form an adaptive approach to aquaculture biosecurity (AB) that is responsive and relevant to the resources and capacity that is on hand. The fundamental strategy of PMP/AB is prevention enabled by risk management, requiring an understanding of the drivers, factors and pathways to aquatic disease emergence. This article provides an overview of the role of progressive management pathways for aquaculture biosecurity, practices and progression, the benefits and a way forward.

Call for expressions of interest: Membership of the Regional Technical Working Group on Progressive Management Pathways for Aquaculture Biosecurity

FAO, the World Organisation for Animal Health (WOAH), NACA and partners have developed the “Progressive Management Pathway for Aquaculture Biosecurity” (PMP/AB), as an extension of the progressive control pathways concept used for controlling major livestock and zoonotic diseases. A Technical Working Group for PMP/AB has been established at the recommendation of the FAO Sub-Committee on Aquaculture.

Expressions of interest are requested from qualified professionals wishing to join the Technical Working Group. Expressions should be submitted by 20 June. Please see the attached announcement for further details.

Report of the 21st Asia Regional Advisory Group on Aquatic Animal Health

This report summaries the proceedings of the 21st meeting of the Regional Advisory Group on Aquatic Animal Health, held 17-18 November 2022. The role of the group is to review trends in disease and emerging threats in the region, identify developments in global disease issues and standards, to evaluate the Quarterly Aquatic Animal Disease Reporting Program and to provide guidance on regional strategies to improve aquatic animal health management.

Shrimp Summit, 24-26 July, Ho Chi Minh City, Vietnam

The 2023 Shrimp Summit will convene the global seafood value chain to address the critical challlenges of Asia’s shrimp-farming sector, from stagnant production to growers’ livelihoods, with a cross-topic focus on sustainability and climate change. The Summit is presented by The Center for Responsible Seafood (TCRS) and co-hosted by the Global Seafood Alliance. The format of the 2023 Shrimp Summit will allow the industry to develop a common understanding of issues, address key challenges through discussion and work toward consensus and actionable solutions. This in-person and virtual event will feature discussions, relevant content and informative webinars before, during and after the event in the TCRS Online Community. Access to the online community is included with event registration.

13th Asia-Pacific Marine Biotechnology Conference, 2-6 October 2023, Australia

The 13th APMBC and 5th ANZMBS conference are combining to engage marine biotechnologists, industry, investors, and policy makers in current marine biotechnology research, and industry development in the Asia-Pacific region. The conference will be held from 2-6 October 2023 in Adelaide, Australia. This provides a great opportunity to participate in the growth and future development of the marine biotechnology industry in the region and globally. A key objective of the joint Conference is to encourage academic-industry partnerships across the region. Abstract submissions and early bird registrations are now open!

Free webinar on Fish Welfare: What we need to know?

FAI and NACA will convene a webinar on fish welfare issues on 8 March from 9:30-11:30 am Bangkok time (GMT+7). The webinar will address the relationship between welfare, health, quality and profit in aquaculture production. The programme will feature talks on:

  • Animal welfare applied to aquaculture.
  • Preliminary tilapia welfare assessment results in Thailand.
  • A practical framework for assessments on aquaculture productions.
  • Communicating welfare to the aquaculture industry.

Improving aquaculture production performance through welfare assessment

NACA is set to embark on a journey with FAI Farms to educate, train and support fish and shrimp farmers on animal welfare. NACA and FAI are currently working on a program for the coming year to educate and train farmers on fish and shrimp welfare through a series of workshops and webinars. Furthermore, the series of online training courses “Welfare in tilapia production guideline” will be freely available to the NACA network to disseminate knowledge on the welfare of aquatic animals. In addition to trainings, workshops and online courses, FAI has developed a Tilapia welfare application that will put welfare directly into the hands of the farmer.

Aquaculture transformation: Innovation and investment for sustainable intensification and expansion of aquaculture in Asia and the Pacific region

The document provides an overall vision and framework intended to accelerate aquaculture transformation in Asia and the Pacific region through innovations and investment, and to provide guidance to partners from the public, private and development communities to actively engage with the region in transforming aquaculture to more efficient, inclusive, resilient and sustainable food systems. The document served as background information for discussion in the High-Level Meeting on Aquaculture Transformation in Asia and the Pacific Region, 22–23 November 2022, organised by the FAO Regional Office for Asia and the Pacific and the Network of Aquaculture Centres in Asia-Pacific. The document is broadly aligned with FAO’s Blue Transformation Roadmap, paying specific attention to the context and needs of aquaculture within Asia and the Pacific region. The Paper translates the Roadmap into a vision and priority actions for aquaculture transformation in the region by 2030.

A new progressive management pathway for improving seaweed biosecurity

A new paper in Nature Communications by Cottier Cook et al. describes the need for a new progressive management pathway to improve seaweed biosecurity. The seaweed aquaculture industry has rapidly expanded to 35 million tonnes per annum, a production that represents 51% of global coastal aquaculture by volume. Rising seawater temperatures and coastal eutrophication have led to an increase in infectious diseases and pest outbreaks. The paper describes a process for developing and implementing locally-adapted progressive management pathways to address seaweed disease and pest issues.

The Norwegian Veterinary Institute has a vacant three-year position as a researcher in the expanding area of sustainable aquaculture development internationally, with a desired start-up as soon as possible. This is an exciting opportunity for competent candidates with interest and experience from working internationally with farmed aquatic animal health management and husbandry. The right candidate will be joining our team of experts in epidemiology, biosecurity, diagnostics and applied health management. All nationalities eligible.

FAO/NACA workshop to developing a regional strategy for aquatic organism health using progressive management pathways

On 28-29 November FAO and NACA collaborated on a virtual workshop to develop a regional strategy for aquatic organism health, using a progressive management pathway for improving aquaculture biosecurity. The workshop was held under the auspices of the project “Responsible use of fisheries and aquaculture resources for sustainable development component 3: Biosecurity and health management”. The workshop involved 31 experts from 16 countries, including national focal points, FAO and NACA. The objectives of the workshop were to: Present and analyse country responses to a self-assessment survey on biosecurity and health management capacity and performance; to provide guuidance to country participants on conducting a SWOT analysis; and to prepare a detailed plan for Phase II of the initiative.
