The 3rd High‑Level Meeting on Aquaculture Transformation in Asia and the Pacific, held 1–2 July in Shanghai, brought together governments, industry leaders and development partners to drive innovation, investment and sustainability in the region’s aquaculture sector. Discussions focused on scaling low‑cost fish production, making technology adoption easier for small farmers, improving access to finance, and strengthening regional cooperation. The meeting set clear priorities for accelerating transformation by 2030, with resources and key presentations now available online. Videos of the presentations are available for viewing on YouTube.

This presentation by Eduardo Leaño, Director General of NACA, provides a background and introduction to the 3rd High-Level Meeting on Aquaculture Transformation in the Asia-Pacific Region (HLM-3).

The region accounts for around 90% of global aquaculture production but faces mounting challenges including resource scarcity, environmental pressures, climate change, and shifting global dynamics. Addressing these requires a strategic shift driven by innovation, investment, and stronger partnerships to build more efficient, inclusive, resilient, and sustainable aquatic food systems.

HLM-3 builds on the outcomes of previous high-level meetings and the Aquaculture Transformation White Paper, with a focus on national innovation and investment plans, regional collaboration, and implementation efforts to achieve transformation by 2030.

This video by Wenbo Zhang, Shanghai Ocean University, presents an overview of China’s aquaculture transformation journey as part of the broader “Blue Revolution.” It highlights trends in global aquatic animal production and outlines key challenges such as land use changes and environmental pressures.

The presentation details a series of national policies and strategies introduced since 2019 to promote green, healthy, and high-quality aquaculture development ranging from pond standardisation and deep-sea farming to innovation-driven investment and value chain upgrading. It also reviews recent actions supporting ecological farming, wastewater treatment, reduced chemical use, and improved germplasm resources, and introduces efforts to assess the impact of these transformation initiatives across the sector.

In 2023, FAO and NACA initiated a consultation process on aquaculture effluent management in Asia and the Pacific in collaboration with NACA member governments. Experts across the region gathered information to assess the state of governance, advancements in technology and innovation in aquaculture effluent management. The consultative process culminated in an expert workshop, convened from 14 to 15 November, funded by FAO, to share views and national experiences on aquaculture effluent management.

CAA7 will be held in Hainan, China, from 29 November to 2 December, with an option for online participation via Zoom for people that cannot attend in person. The theme of the symposium is "Sustainable development of cage aquaculture in Asia". Sessions will be held on: Production systems; breeding and seed production; nutrition and feed; carbon sink and fouling organisms; health and environmental management; economics, gender, livelihood and policy.

The symposium is organised by the Asian Fisheries Society, Hainan University, Shanghai Ocean University, and the China-ASEAN "Belt and Road" Joint Laboratory of Mariculture Technology, Center for Ecological Aquaculture.

Risk analysis is an essential component of a national aquatic organism health strategy. Now widely applied in many fields, risk analysis provides a science-based framework for evaluating hazards, determining the likelihood and extent of potential harms, mitigating risks and guiding policy decisions. Combining risk and value chain analysis provides a risk-based and people-centred approach to managing disease risks and planning control measures for aquaculture systems. FAO organised a training course on Risk Analysis in the Value Chain from 3-5 September in Bangkok, Thailand, in partnership with NACA, INFOFISH, Thailand Department of Fisheries and the ASEAN Network of Aquatic Animal Health Centres. Financial support was provided by the Norwegian Agency for Development Cooperation and Thailand Department of Fisheries.

A free online forum will be organised by the Agriculture Trade Promotion Center, Ministry of Agriculture and Rural Affairs of the People’s Republic of China, and Yellow Sea Fisheries Research Institute, Chinese Academy of Fishery Sciences, and NACA. The forum aims to strengthen international exchange and cooperation in aquatic trade, promote high-quality development of fisheries, disseminate advanced concepts, technologies, and models of aquaculture in the Asia-Pacific region and Silk Road countries, and promote the health and sustainable development of global fisheries. Participation is free but registration is required.

Shanghai Ocean University (SOU) is offering full scholarship PhD programmes in a wide range of marine sciences 2023. Disciplines include: Aquaculture, biology, fishing science, fisheries resources, marine science, food science and engineering, fishery economics and management, and marine engineering and information. The scholarships cover tuition, accommodation, medical insurance and include a monthly stipend.

The Shanghai Ocean University Center for Ecological Aquaculture “Lancang-Mekong Rice-Fish” Training Program aims to help establish locally-adapted rice-fish models in Lancang-Mekong countries through collaboration to mitigate poverty, provide food security, meet the nutritional demands of local people, and educate local experts. 

The center will offer the training programme as an online course from 5-7 November. The course is free and will cover practical farming systems for the Lancang-Mekong region.

Ocean University of China and partners will convene the forum from 20 to 22 November 2022. The forum will cover the following: Topic 1: International talent cultivation and training;Topic 2: Science and technology innovation; Topic 3: Industrial synergy. The forum will host discussions about the implementation of the “Blue Transformation” strategy, further expansion of the space for fisheries and aquaculture, and ways of improving the production capacity of aquatic products, with the purpose of facilitating the achievement of the UN Sustainable Development Goals. Participation is free but registration is required. Registration closes on 22 October.

The Yellow Seas Fisheries Research Institute (YSFRI) will convene a free online Training Course on Mariculture Technologies in the Asia-Pacific Region from 19 to 23 September (please note the change of date). The course is organised by YSFRI, NACA, the Qindao Marine International Cooperation Center and the Asia-Pacific Fishery Commission. The training course will cover: Theory and technology for producing high-quality seed; New mariculture modes and technology; Nutrient regulation and feeding technology; Disease prevention and control technologies; Product processing and utilisation technologies. Applications close 5 September.

An online forum will be held on 16 August to enable technical exchange between policymakers, fishery extension officers, researchers and entrepreneurs in development of the freshwater fisheries industry through technology innovation.

The forum will focus on innovations and developments in freshwater fishery biotech, breeding, culture models, digitisation, and industrialisation, featuring presentations and discussions from experts of international organisations, the Chinese Academy of Sciences, Chinese Academy of Engineering, universities and entrepreneurs in virtual exchanges and discussions. Participation is free but registration is required.
